Victorian Opposition leader Daniel Andrews has refused to say if Labor will work with independent MP Geoff Shaw to prevent the Government from signing the contracts to build the East West Link tunnel before the election.
The Government wants to sign the contracts for the $8 billion project before the November vote, but Labor wants to make the project an election issue.
Mr Shaw, who holds the balance of power, also opposes the project.

Mr Andrews would not be drawn on whether Labor and Mr Shaw could use a motion in Parliament to stop the contracts for what he called the “dodgy tunnel” from being signed.
“We’ll continue our fight and I’m sure you’ll understand that I’m not going to necessarily be laying out everything we might do,” he said.
“We will continue our fight because it’s the right thing to do.
“Victorians ought to be treated with respect and the respectful thing to do is to let Victorians vote [on it].”
The East West Link is an 18-kilometre cross-city road connection extending from the Eastern Freeway to the Western Ring Road.
Mr Shaw this week avoided an expulsion order proposed by the Coalition Government after it called his apology to Parliament over the misuse of entitlements “a farce”.
