Please find attached a copy of the Directions and Timetable (Version 1) for the East West Link (Eastern Section) Project Advisory Committee.

Please note that Part 2 of the timetable (Professional, Business and Community Organisations and Individual submitters) will be finalised and provided by 7 February 2014. This subsequent version of the timetable will also detail the timing of Expert Witnesses for various parties.

Dear Submitter,

East West Link (Eastern Section) Project Assessment Committee

On 21 October 2013, the Minister for Planning appointed an Assessment Committee (the Committee) under sections 35 and 235 of the Major Transport Projects Facilitation Act 2009 to consider matters associated with the proposed East West Link Comprehensive Impact Statement.

The Committee comprises Ms Kathy Mitchell (Chair), Mr Nick Wimbush (Deputy Chair), Mr William O’Neil, Dr Lyn Denison, Mr Des Grogan, and Mr Jim Holdsworth.

As per Part 8 and 9 of its Terms of Reference, the Committee has retained the services of Mr Chris Wren SC as legal counsel, and Dr Sandy Bennet and Mr Doug Munro to provide specialist written and verbal advice.

The Committee advises that its members, its technical advisers and specialist assistants have all declared no conflicts of interest in this matter.

Please note that all hearings are being audio recorded, and all material provided to the Committee will be treated as public documents.

All submitters need to be familiar with the Committee’s Terms of Reference and particularly Parts 1(3)(a)‐(c); 2(2)(a)‐(e); and 2(7)(a)‐(i) as it relates to matters that the Committee can consider.

A Preliminary Hearing was held on Tuesday 14 January 2014 at the Mercure Melbourne Treasury Gardens and a copy of the Committee’s Directions, Hearing Timetable and Distribution List are attached. The following key dates are relevant to this matter:

  • Linking Melbourne Authority’s response to the Committee’s section 57(4) request is to be provided by Tuesday 11 February 2014.
  • Expert Witness Reports are to be circulated by 12.00pm on Thursday 20 February 2014.
  •  The Public Hearings will commence at 10.00am Monday 3 March 2014.
